Add room decoration textures/pictures and friends system ... 10f393e529

Lets users upload custom backgrounds/wall textures and pictures for their room and group rooms, persisted via a new room_decor JSONB column on users/groups with a PATCH endpoint. Adds a friends API/model and FriendsPanel alongside the new DecoratePanel UI.
