Give in-scene popups a y2k/silly makeover, freeze contact shadows ... fa5ea7abdc

Restyle every popup panel (settings/friends/decorate/groups/avatar) with a
rainbow "intense trim" border, comic-sans font, chunky beveled buttons, and
gradient titles, replacing the plain accent lip. Also cap ContactShadows to
frames={1} in all three room scenes so the soft floor shadow isn't
recomputed every frame — it's a static blur that doesn't track avatars, so
freezing it after first paint is free.
